Lee P. Brown was born the son of farm workers. He received his Bachelors Degree in Criminology in 1961 from Fresno State University. In 1964, three years later, he earned his Masters in Sociology from San Jose State University.
Lee Brown continued on in education and earned a Masters and Doctorate degree in Criminology from the University of California at Berkley in 1968 and 1970 respectively.
His career in law enforcement began in 1960, when he became a patrolman in San Jose, California. Throughout his years, he has served in many law enforcement positions such as, Sheriff, Commission of Public Safety and Commissioner of the New York Police department, to name a few.
In 1993, President Clinton selected him to serve in the cabinet-level position of Director of National Drug Control Policy.
On January 2, 1998, Lee. P. Brown was inaugurated as the 50th mayor of Houston. On November 2, 1999, he was re-elected as mayor by the citizens of Houston.
