Robert Clifton Weaver was born in Washington D.C., in 1907. He received all three of his degree (B.S, M.A and PhD) from Harvard University.
In 1933, he served as an advisor on black affairs in the Department of the Interior. He was named New York deputy State commissioner in 1954. The following year, he was appointed state rent and administrated, being the first black to attain New York State Cabinet rank.
From 1961-1966, he was the administrator of the federal Housing and Home Finance Agency. He was also chairman on the NAACP. Robert was secretary of HUD fro 1966-1968. As head of this department, he became the first African-American Cabinet member.
